How often is Alice at 1900 Park Fare?

I've been to breakfast four times in the past few years and she's always been there.

Disney doesn't guarantee any characters, but Alice is consistently at breakfast. I'm sure there's been a few times where it hasn't happened, but very rare. She also meets in Epcot, just in case you didn't know. In England on the main walkway there.

With the exception of last-minute absenteeism or tardiness, Alice is always at breakfast (and just breakfast).
