Update 29 December
https://www.latimes.com/california/...health-officials-require-travelers-quarantine
Everyone who traveled out of the county is required to quarantine for 10 days upon return, the L.A. County Department of Public Health announced in a news release Monday. If a person begins to experience symptoms of the virus or tests positive, they should isolate for 10 days and until they are fever-free for 24 hours.

Individuals in quarantine should not leave their home or receive visitors, and should instead find others who can buy groceries or other essential items for them, according to the department.

“For those who traveled outside of L.A. County and recently returned, you may have had an exposure to COVID-19,” officials said. “The virus can take up to 14 days to incubate, and for many people the virus causes no illness or symptoms. If you go back to work, go shopping or go to any gatherings at any point over the next 10 days, you could easily pass on the virus to others.”

The announcement did not indicate whether people who violate the requirement will be penalized. It was all-encompassing, and didn’t specify any particular type of travel or distance traveled that would trigger a quarantine.

The LAX website has not been updated with this new information

https://www.flylax.com/travelsafelyATTENTION ALL PASSENGERS ARRIVING INTO LOS ANGELES
To help stop the spread of COVID-19, Los Angeles is requiring all travelers entering the city from another state or country to fill out an online form, acknowledging that they have read and understood California’s travel advisory, which states that “Persons arriving in California from other states or countries, including returning California residents, should practice self-quarantine for 14 days after arrival.”

Travelers over the age of 16 must submit this form online prior to or upon arrival at Los Angeles International Airport, Van Nuys Airport, or Union Station. The form can be found at travel.lacity.org. Failure to submit the form is punishable by a fine of up to $500.

Persons arriving in California from other states or countries, including returning California residents, should practice self-quarantine for 14 days after arrival. These persons should limit their interactions to their immediate household. This recommendation does not apply to individuals who cross state or country borders for essential travel which includes work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care, and safety and security.

Update 21 January 2021
President Biden signs Executive order for masks on all public transport and 14 day quarantine for all incoming International passengers to USA

Update 25 January 2021
Stay at Home Order for California lifted, counties go back to previous tier system

President Biden signs Executive Order to restrict and suspend the entry into the United States, as immigrants or nonimmigrants, of noncitizens of the United States who were physically present within the Schengen Area, the United Kingdom (excluding overseas territories outside of Europe), the Republic of Ireland, the Federative Republic of Brazil, and the Republic of South Africa during the 14-day period preceding their entry or attempted entry into the United States.

Update Friday 29 January
CDC now require people to wear a face mask while using any form of public transportation, including buses, trains, taxis, airplanes, boats, subways or ride-share vehicles while traveling into, within and out of the US.

Hi, BadPinkTink.
The form must be submitted but the whole thing is based on the honor system and you know most people have no honor 😉🙄 It's to discourage travel but has no teeth.

thanks, I'm just trying to figure out what this means for me. I travel on an ESTA tourist visa and there are many clauses which impact a future visit to USA, such as getting into trouble with the law.

Do you think that this is a long term requirement or will it be removed as the case numbers decrease and the county's move into different colour tier levels?

I know DL isn't in LA County (though a big chunk of the air travel is via LAX of course)....but it seems like going from a 14 days quarantine to "please visit our theme park" are a long, long ways apart.

This feels like more steps backwards even if in a practical sense it didn't really change anything.

It seems like the form only applies to those who are flying in. What if I fly to Las Vegas and then drive to LA?

I think this is mostly to deter travel during Thanksgiving and the holidays, but the advisory does not have an end date.

If you are coming for essential travel(and that seems broad to me), it does not apply. Below is the wording on the form:

Travel Advisory for Non-Essential Travel [1]

1. Persons arriving in California from other states or countries, including returning California residents, should practice self-quarantine for 14 days after arrival . These persons should limit their interactions to their immediate household. This recommendation does not apply to individuals who cross state or country borders for essential travel. [2]

[1] “Non-essential travel” includes travel that is considered tourism or recreational in nature.

[2] “Essential travel” includes: work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care, and safety and security.

Well, my BFF and I are flying into LAX next Friday to go visit DTD, and will be returning to AZ the following evening. Quarantine is no part of our plan, as this is essential, medical necessity travel for us. We are in desperate need of Disney therapy in order to keep our sanity.

Reminder to everyone participating in this thread: Please keep your posts on topic by addressing the OP's actual post/question. She is sincerely seeking information and answers because she has an upcoming trip to plan and research. Off topic posts will be deleted. To those who are staying on topic, thank you!
Now, back to addressing the OP's question!

As of 12/01/20, this article gives a general summary of what's open -- listings include L.A. County and some things in OC (always double check before visiting):

Restaurants in the city of Pasadena still allow outdoor dining as of 12/01/20:

Thanks for that, looking at the places open and closed, if it stays like that by the time my flights are scheduled and the travel restrictions are lifted, theres plenty of places to go. Makes you realize that there is so much more to LA than Disneyland, Universal and Hollywood :)

The socal region has a ton of stuff to do!

CDC shortens recommended quarantine time from 14 to, possibly, as little as 7. This assumes a person was exposed (which is not what the LA stay at home order assumes - it assumes you are a person and that's all). The seven days is with a negative test; without one and also without symptoms, it is reduced to ten days from the previous fourteen. Link

I am still trying to understand this regional stay home order. Does that mean DTD and VGC have to close again? I read somewhere that hotels are only open to support essential activities.

someone posted on the speculation thread that VGC is delaying their opening.

Different news outlets are saying different things, but the general idea seems to be that the San Joaquin Valley and Southern CA regions have low enough available ICU capacity to trigger the new Stay At Home order. According to Gothic Rosie, if the numbers remain this low by 12:59 pm PT tomorrow (Saturday), then the new restrictions will go into effect 24 hours from then (i.e. Sunday afternoon).

From the L.A. Times (regarding the San Joaquin Valley and Southern CA regions), "Friday’s numbers do not trigger the stay-at-home order. But if the percentages remain below 15% on Saturday, the order would be triggered as early as Sunday."
