11 month window for small home resort ?

I am confused. I was told by my guide that I could only book at 11 months at one of my home resorts for only the points I had there. I have 25 points at HHI. So, I could only book 25 points there at the 11 month window. Is that correct?

If you have the points banked then your maximum would be 75 points at the 11 month window - 25 banked, 25 current , and 25 borrowed. This would not work every year obviously.
