1 Park Access vs Park to Park

We can't decide which tickets to buy! We usually get a 2 day 1 park access ticket for each of us, but with the HP crowds, don't know if we'd end up giving up at IoA and want to head over to Universal as well on our IoA day. If we buy 1 Park Access tickets, can they be upgraded at the park or do I need to make a decision now? (and if someone wants to make the decision for me, that'd be most welcome too )

You can upgrade the tickets at Guest Services at either park before the end of the first day.
