1 CS meal = 3 snacks... Where can you do this?

So, I have heard that this is something you can do, but I'm wondering: can you do this kind of purchase at stores or only restaurants? For example: If I went to the hotel gift shop at the end of the trip and decided I wanted three bags of Goofy Gummies, could they make this a counter-service meal at the gift shop? Another example: If I went to Goofy's Candy Company and wanted a caramel apple, a bag of Goofy Gummies, and a Rice Krispie Treat, could they make it a CS meal there? Thanks in advance!
 
Following because I'd like to know the current policy. Last time I read anything I think it was any meal CS or TS you could trade for a snack and I think a tote bag, but what ever it was it wasn't an even swap.
 
I have personally done this at the Confectionary at MK, Big Top at MK, Goofy's candy at DS and various resort gift shops. There are many other places as well, I just have not tried anywhere else myself. I believe the general rule of thumb is as long as you are redeeming the 3 snacks at the same time (i.e. in the same transaction) then it should work.
 
The last time I did this was in November of 2015 (last time I had the DDP). I went to the hotel gift shop (AKL) and used all my remaining quick service credits buying snacks that we gave as souvenirs. I want to say I had 6 left and used them to buy 18 snacks.
I'm not sure if anything has changed since then but it was easy to do then.

It actually works better at the resort gift shops and QS locations than it does at any restaurant. It is not an OFFICIAL policy of Disney to do this, but it does still happen at the resorts. It's much less frequent to be able to do it at the parks.

They did in 2016. Everytime we wanted 3 things I used a CS credit instead of 3 snacks.

I also did it in the HS bakery, at the All star food court and at Starbucks in Epcot

We do this too. We go home with a bag fully mickey crispy treats.

My daughter is Starbucks crazy. So they have an option to use a CS instead of snack credits? Could she get a Frappuccino and pastry and use a counter serve instead of two snacks?

I don't know if Starbucks is still doing the QS credit to 3 snacks credit, but please do your math. A QS credit is roughly worth about $20. Spending less than that means you are losing money. A snack credit is about $5, so using two snack credits on items that are over $5 means you are saving money.

Yes, I know this, but we are going to have 2 quick serves left and I don't eat breakfast. I would rather her get what she really wants rather than use for candy we don't want.
