Which water park is better for a 13 mo old?

Little swimmers okay to use?

My DS likes typhoon lagoon. He went at 8 mo, 12mo and 17 mo. He liked to splash in the smaller kid pools and float with us in the lazy river.
Swimmers are okay. ( they have to be in a swim diaper)
