Where can't you use the dining plan?

I've checked the list of where you can use the dining plan within the parks and resorts, but where can't you use it?

I got this link from someone on the boards..... if I could remember who it was I would give them proper credit.

Anyplace that is NOT on this list.... is not on the dining plan.
