When should parents start making their girls wear shirts around the house and yard?

I know this is an old thread...My kids don't have to be fully clothed in the house. Outside of the house, they've always all worn tops (even as infants). Then again, we're very pale, so we need clothes on!
As a general rule, I don't post pictures on the internet of my children (boy or girl) without tops on.
