Wheeled cart for carry on luggage

Not sure what you mean by a fold up cart. We use our rolling carry on bags. They kind that will fit into the overhead bins on an airplane.

As long as it doesn't exceed the maximum overall measurements - 22X14X9 inches (needs to fit through the scanner) you should be OK.

I will say we had this exact luggage carrier (used for carrying big band instruments ;)) and it wasn't all that stable. The straps were not real effective for holding whatever we were carrying tightly to the frame. Extra bungee cords are a good idea.

Yes. We used something similar to haul cases of Diet Dr. Pepper on board. Yes, DH is an addict. At the security check point in the cruise terminal, everything has to fit through a scanner the same size as used at the airport. So we unloaded the "goods" from the cart and sent them through the scanner, then reloaded the cart on the other side, and were good to go.
