I did not realize Dream did anything other than 3-nights and 4-nights.

It's usually to change the dates a little. This year it was done so the Dream wouldn't leave port on Christmas Morning. They do the same with Thanksgiving so they can have people really experience the holiday on board

Yes, but as the black-out dates are the most popular dates (hence the black-out) chances are that by the time you book on board the rate has risen more than you will receive in OBC. Therefore it's recommended strategy to book as soon as possible and reshop on board to find out if that will save you money.Excellent point! You do get the OBC credit though, so there's some benefit to booking onboard.
