I am planning on eating there on my next trip but I have 2 questions:

1. Can I just order a side of noodles or rice or do I have to order a full meal?

2. Can I order sushi with soy paper instead of seaweed?

I appreciate any help on this!
 
I'm pretty sure that it is expected that you order a chef prepared meal.
People can order appetizers from the menu, but I've never seen anyone not order a meal.
The restaurant is centered around the chef making the meal.
Perhaps if you are in a larger group it is okay?
It would be like going to a fondue restaurant and not ordering fondue. Maybe order the cheapest meal?
I don't think they have any soy paper wrappers here, but you could ask. I've seen soy paper wrappers used at Kona for their shrimp tempura roll.
 
When we were there a couple years ago there was a family at our table with a very picky eater. She only wanted a bowl of white rice and they accommodated the request with no problem.
