Is there any way of knowing before hand whether it's twin beds or a queen?

I may be wrong but I believe it's usually set up as a queen. You can ask to have the queen split to separate beds but most people have noted that when splitting, they are not exactly a twin but a little thinner.

It depends on what your traveling party is as to whether they set it up as a queen or two twins. But either way, if you want it different than it is, just let your stateroom host know and s/he will take care of it for you.
