On the TV promotion, the ride looks pretty insecure. Is there a lap bar? Would it be safe for a 4 year old?
 
There's a seatbelt. And for the short ones, it goes thru a loop that comes up between the legs. I would think a 4YO would be fine. It doesn't actually move a whole lot, you're just up in the air & the movie makes it seem like you're moving more than you are.

If you want to be extra safe, ask to be seated in row three. This row is the closest to the ground.

My DD 6 was fine on the ride. She used the loop on the safety belt.
