Room upgrade info. please. How is this done politely?

I've read about how people are so excited about receiving a room upgrade. Being a novice to this concept can someone explain the particulars of how and what this could equal in room difference, please? Do cms get irritated that you would ask for this?

Ask how much it would cost to upgrade at the resort you are staying at check in. Be prepared to decide if you want to pay for the upgrade. Sometimes they will upgrade for free but it doesn't happen as often as it seems on these boards.
