Question for hair dressers

When you apply a product to your hair (like dye or perm) the instructions say something like "leave on for (however) minutes". But the product stays longer on the part of your hair you apply first...(I don't know if I'm explaining this well).

So, do you begin counting from the time you start to apply the product, or after you are finished?
