Can you take the boat to Saratoga springs or Old key west? Thought it might be fun to travel to either for dinner one night.

You would have to switch boats and docks at DTD. You would land at Marketplace dock from POR. Take an internal DTD Water Taxi from Marketplace dock to West Side dock. Take boat from West Side dock to either SSR or OKW, Here's the list of docks and boats handled at each:

Marketplace dock (east side DTD)
Disney's Port Orleans French Quarter and Riverside Resorts (Yellow Flag)
Downtown Disney Water Taxi (Red Flag)

Pleasure Island dock (center DTD)
Downtown Disney Water Taxi (Red Flag)

West Side dock
Disney's Saratoga Springs Resort & Spa and Treehouse Villas (Blue Flag)
Disney's Old Key West Resort (Green Flag)
Downtown Disney Water Taxi (Red Flag)

The dock for the POR boat at DTD is right next to the pedestrian bridge to SSR. It is a little bit of a walk to the resturants at SSR, but probably quicker than switching boats.

That's a great point! Perhaps OP wouldn't mind the stroll. I haven't been to DTD since the old dock was replaced with the new dock and SSR bridge.

The new Port Orleans ferry dock at DTD is very nice, and a really short walk to SSR (the access to the dock is half-way along the link bridge in fact, on the right of this photo):
