I'm pretty sure he's in near Pirates sometimes. Or at least he used to be.

He moved from Adventureland to Fantasyland. Last I saw he was across from the carousel, in between the Castle Couture shop and Philharmagic.

The last time I met him, it was outside of Pirates. It was a while ago though Hope you find him Finding him that trip was a highlight.
