If we rebook a dummy cruise while onboard, would we get to keep the OBC even if we rebooked it to a military discounted cruise? Thanks in advance!
 
No, they are both considered individual DCL discounts and you can only apply one of them to each reservation.
 
I've seen it written many times that you should book a future cruise while you are on board for the discount and the credit. But, does it make sense or is there any reason to do an on board booking if you plan to take advantage of a military discount or a *GT rate?
 
Yes, because there is never a guarantee that there will be any discounted fares offered for any cruise.
