Is it possible to do the Food and Wine Festival, see the Halloween decorations and go to MVMCP all in a weeks time? Would love to do this in 2019 if possible!!

You may need a little more than a week.
Example this year last MNSSHP was October 31st and by park opening on November 1st MK was already partly turned over from Halloween to Christmas. And the first MVMCP is not til November 8th.
I'd say if you have 9-10 days from the end of October until the first Christmas party then you could achieve your goal of F&W, Halloween decor, and MVMCP.

If you arrive on Halloween (assuming you’re staying one week) you should be able to. MVMCP should start the 7 th or8th but no guarantee.

No dates announced for next year yet but:
Food and Wine 2018 - Aug 30-Nov 12
MNSSHP 2018 - Aug 17-Oct 31
MVMCP 2018 - Nov 8-Dec 21

If you were able to plan a stay that lasted a bit more than a week you could probably shoot for doing the last day of MNSSHP and the first day of MVMCP and have about a week in between to do Food & Wine and other Disney stuff. Would be an extended trip but it's possible!

We were there this year - arrived Fri Oct 26 (midnight so that was a write off day), did Halloween party on the 28th, and saw Christmas decorations on the 2nd of Nov. A bit of the opposite of what you are asking. The poster ahead of me has a good suggestion of basically doing the last Halloween party/first Christmas party but it might mean slightly longer than a week.
