I don't get it - is Docter a strange name? Or does his first name and last name make a pun or something? It just seems like a normal name to me.

It's basically suppose to be funny if he became a urologist.

His first and last name together could be a slang term for what a urologist specializes in. Like on the Simpsons, Bart would call the bar and the bartender would ask, "is there a Mr. Jack Meoff here?".
