How Do Airlines Figure Out Taxes & Fees ?

I have been looking at different airlines trying to figure out how they come up with the $ amount they charge for taxes and fees.
Here is an example. I chose a random (but identical)set of dates and got the following info from the websites.

................. Westjet.......................Sunwing..................Air Canada
YYZ > MCO.......$225.........................$199.....................$188
Taxes & Fees....$72.65......................$142.....................$67.87
Total =..........$297.65.....................$341........................$255.87

Taxes as %........24%............................41%.........................26%

MCO > YYZ.......$291..........................$209....................$285
Taxes & Fees.....$50.42.......................$116....................$29.55
Total =.........$341.42.........................$325.......................$314

Taxes as % ......14%..............................35%........................9%

Now,I do realize that the taxes and fees on the return leg is substantially less....but can anyone explain the difference between each of these carriers??? :confused3
If the various fees like Navcan,Immigration,911 etc,etc is supposedly the same for each carrier and the GST and PST is a %...then :confused3
 
Assuming you've pulled the costs direct from the airlines web sites and not a third party (ie travelocity -- as they have their own unique fees), the biggest discrepancy between airlines may be fuel surcharges.

Air Canada has no fuel surcharges (they raise their ticket prices to compensate for higher fuel costs).

Yes...this is direct from their own websites.
AC and Westjet clearly identify the "break down" of the taxes and fees whereas Sunwing don't.
