Early September or late September early October?

We are planning a trip for 2014, starting early! DH and I have been twice November 2008 and December 2010. We are planning on going in 2014 with our almost 3 DS. We are a little torn on the dates. We want free dining but will have to book flights about a year in advance because it will be on points. So a couple of questions:

1. Is there much difference in crowds for those dates, we will be avoiding labour (yes I'm Canadian) day and Columbus Day?

2. Is the food and wine festival worth the extra headache of waiting for free and risking not having it? I know there may not be free dining for September but I am going by historical data.

Any other observations about that time of year would be much appreciated!!
