Why would it be a scam? You paid for 9 credits and are just choosing to use them all at once. It violates the terms of the plan that you purchased, and you're exploiting a loophole in the way Disney accounts for credits in an effort to fraudulently extract additional value. Those credits would either go unused or be redeemed for a less expensive meal. Disney counts on that when they price the plan.
