can dvc members take advantage of the free disney dining promotion?

Yes, call CRO and make a package purchase with a full price room and tickets. With points? No, it's not a full price room.

As Debbie said, the answer really is no, not when you are staying on points ...but it is also a very qualified yes...since any DVC member has the ability to use the free dining promotion (or any other promotion that Disney runs) by making a cash reservation through CRO. You can use it - you just have to pay for it.

Disney uses this particular promotion to market and sell rooms that otherwise would probably sit empty during the traditionally slow timeperiod of late August through September, when most kids have returned to school and hurricane season has kicked into high gear. While it does perhaps sound appealing, you must pay full rack rate for the room in order for them to then "give" you the dining plan.

So yes, if it appeals to you, you can use it anytime you find it available.
