They're installed at Pop & AoA, but not working yet (as of last week.) Also, at the multi-stop resorts, like OKW & POR, they're installed at all the stops, but some of them are also not working yet (seems to be no more than 1 or 2 not working at a resort.)
I don't think you'll be seeing them at the parks anytime soon. Estimating the departure time for each resort at a park is an entirely different algorithm. In fact, it's probably multiple algorithms for different times of the day. But maybe Disney IT will surprise us all.

FYI - this is normal. The data comes real time from the GPS on the bus. As it stops, hits traffic, etc, the time will lengthen. When it's going at normal speed it will shorten.They have them at Boardwalk. When I was there in December, the arrival time kept creeping back a lot of the time. One morning it said the AL bus was coming in 10 minutes, creeped another 15 minutes.

Maybe possible that it could work that way but it doesn't actually work that way. The arrival times change based on the speed, or lack there of, of the bus. That is why they change constantly while you are sitting there waiting.But I don't think that would impact the accuracy, though, right? The GPS system should be coded to know that the average time spent at stop lights is X and factor that in and it should further be able to anticipate traffic waits. Given the thousands and thousands of trips that are feeding information, this should be pretty accurate. I would think that the only time there would be a change from the estimated time of more than, say, 20 percent, is if there is something happening significantly outside the norm, like a fender bender that backs things up.
Further, given that it's a closed system and Disney owns it all, they could use traffic cameras (and I'm guessing they already have them) to not just guess at the level of traffic, but also know in actuality. Just as Waze, for example, has accurate information because it's gathering user-generated data in real-time, the Disney bus arrival system should be able to do the same thing.
