Borrowing Points

We have a Sept UY and are planning a trip next October. We usually stay in a 1 bedroom, but are planning to bring someone along with us so we want to book a 2 bedroom, which would use all of our 2012 & 2013 points and some 2014 points.

If it ends up that after booking the 2 bedroom, the person can't go and we need to downsize to a 1 bedroom, can the borrowed 2014 points be used for an October 2014 vacation or do they need to be used by the end of our 2013 UY (August 31, 2014)?

No, they would expire 8/31/14. But you could ask member services to return the difference in 2013 points and you could bank them.
 
As noted, you should have no real risk of losing points. Typically if you use banked, regular, and borrowed points for a ressie and then cancel to downsize, they will then use first the borrowed and banked points for the new reservation before the regular points. It is recommend you also ask that is what is being done to confirm MS is doing it correctly. Thus, the only risk you have of still having banked or borrowed points in your account that after making the new reservation is because the new reservation requires even fewer points than the total you had banked and borrowed.
