There is no "too low" when buying resale. Disney may step in and take the contract. But there's no rhyme or reason to how they choose what to take. We've seen them take a higher-priced deal, while letting the lower-priced contract slide through.
Here is a fabulous thread that will help show you what has been accepted and ROFR'd in the past. Missy is correct, there is no rhyme or reason to what Disney will or will not take - but this is at least a good guide to see if you're in the right ballpark to be accepted.
Lately (more than usual, I think...) there has been some real upsets, Disney taking contracts that no one would have ever seen coming, and letting some slide that people were sure would be taken. I'm sure they do it this way for a reason, to keep people guessing and offering higher bids to keep the value of the contracts in tact.
No rhyme or reason known outside the walls of Disney. Go for it. Worst you can do is not get it. Resale prices are on the rise, so if you have a good deal move on it.
