If you want to be certain he gets balloons and cake, you may have to order them. I don't recall any TS that gives out balloons, and balloons are not allowed at AK or AKL/AKV, so if you're going to bring or order balloons those places can be ruled out.
Most of the TS will bring a cupcake, but not a full size cake.
