Birthday celebration in April 2010

My husband's birthday ( one with a zero) is during our Disney vacation next April. Can 2 people do the International dinner at Epcot or does it have to parties of 8 or more? ( Grand celebrations ??) This package has dinner, dessert and special viewing for the Illuminations.
Any other suggestions for a special celebration?
