There have been PIN codes offering FD for February 2013, but no general offer. Current offers of discounted room only (RO) or stay/play/dine (s/p/d) have been out for months. Depending upon where you are staying, and the number of people in your party, one or the other may be better for you.
I cite the evidence of air flights to/from Orlando on weekends from/to my local airport still being half or more empty to suggest that Disney is not fully booked. The last three Februarys I've gone, there usually are VERY few empty seats on the desirable flights by this time.
The UK has had a free dining offer for more than a year for the first quarter of 2013. There was a bounceback offer with FD last year. There were PINs sent in October and November for FD. FD is out there, but not for the general public.
Disney wants to fill rooms. But, putting out a FD offer at the last minute is going to cause some of the previous bookings to change to FD, with a resulting loss of revenue. If their s/p/d offer hasn't been taken up as well as the RO discount, they'll probably offer general FD. If, on the other hand, s/p/d has been relatively successful, there will be no general FD offer. But, you can assume that, even without a general FD offering, there will be several more rounds of PINs sent with a FD offer.
