if you upgrade your room after the cancellation period restrictions, do you still have to pay a fee?

As long as you do not change your sail date you can change you category up or down without a penalty. If you are upgrading you will just pay the difference in categories.

And the rate you will pay is based on the rates in effect on the day you originally booked, not at the time you upgrade.
