If we pay in full BEFORE our 75 days prior to departure(we are 1st time guests), then will we be able to book anything like Palo, cabana on Castaway Cay? Or is it just days in advance across the board, no matter when you are paid in full?

First Time Cruisers with DCL can book their Excursions/Palo etc 75 days out from their Cruise Date. This is still the case wether you pay early or not.
Remember that even if you don't get a Palo/Reme Reservation on your window opening, Disney also keep a seperate amount of Palo/Reme bookings for when you Board the Ship.
I would also advise to keep checking the website reservations as well as occasionally I have seen things open up.
