This kind of sums it up to me. At the 7 month mark, all points are the same. There is no home resort. So choosing your home resort has to do with the benefit to you of being more likely to secure a reservation you want at that particular resort. You have to be the one to decide which resort you would prefer to stay, when, what size room, etc. But just thinking about the home resort booking advantage, this is worth less for OKW because you can usually get whatever room you want at the 7 month mark, while this is usually more challenging for BLT. Of course, if you never plan to stay at BLT, this has little value for you, personally.
If the points had the same purchase price, it would be pretty clear that BLT made more sense, as long as you might want to stay there. But last I checked, BLT points cost considerably more on the resale market (and I haven't checked in months, so maybe the gap has narrowed). I think it becomes a simple question then: is the additional purchase price for BLT points worth the benefit of the booking advantage at BLT. If so, go for it. If not, go for OKW (or SSR, since in most cases you can still get OKW at 7 months and SSR points were even cheaper last I checked).
