Can 11 yr old check 5 yr old IN to kid's club?

Scenario:

We're at breakfast and it's 9:30am and the kids are done eating.

Can my 11 year old (with sign in/sign out priveledges) take my 5 year old and BOTH get into the Kid's Club?

Or does an adult need to be there to sign in the 5 year old?

In- yes. Out- no.
When we were at Palo my DD10 dropped my DD6 off, and the next year when they were 11 and 7 they did the same thing. No one questioned it. Scanned the bracelet, and in she went. There really is no 'sign-in' process. No password to drop a child off. We even asked specifically if that was allowed and were told yes, anyone can drop kids off. It's getting them OUT that is the security issue. Then you MUST be authorized and know the password.

We've been told both 13 and 14 to sign a kid out (on different cruises)...and then the teen must have been authorized by the parent (in writing at registration) and know the password.

That makes sense- they did tell us that our oldest DD couldn't sign her back out.... though why would she want to? We were at Palo and she was FREE!! Movies.... ice cream... pizza. NO WAY was she letting her little sister get in the way of that

This has changed.... DS 9 and DS 7 checked themselves in all the time. We followed them down the hall and when we rounded the corner, they had already checked themselves in (lightning fast apparently) and were washing their hands. I confirmed with the CM that they could check them selves in, but not out. However, I think my DS 7 was too young for this.
When we talked to the CM at shoreside, they told us that they could have sign in/sign out privileges as young as 8. We allowed my 9 year old (going on 14 and a safety freak) but I can already tell you that my DS 7 will most likely not be allowed to on our 10/20/13 sailing. He will be 8 1/2 at that time, but he's so impulsive, that I can't see him being cautious enough to follow the rules like his brother.

The rules are different between being allowed to sign themselves out and signing out a younger sibling. Yes, 8 year old kids can sign themselves out with parental consent, but they cannot sign out a sibling.

I'm sorry if what I said sounded like I meant that he could sign out. I was strictly talking about signing IN a younger sibling. If they're under 8, only the parent/guardian or authorized persons can sign them out.... With the password. If they're 8 or older, they can sign themselves out.

I'm not trying to be picky here, but anyone who has been authorized by the parent or guardian, had the password, and meets DCL's age requirement can pick up the child. It can be a grandparent, aunt, friend or parent, or whomever. At registration, the parent just names the people he/she wishes to authorize and then gives them the password.
