Here's the thing about people standing at the railings...
We've been to the party 3 times. Twice in the front row, once in the back.
The time we were in the back was July 3 and the park was crazy. People did go up to the railings about 20 minutes early, but no one seemed to mind. Everyone was up there, there was plenty of room. We were all glad NOT to be in the park craziness.
The second time we were in the front row. People went up to the railing, but we didn't care. The fireworks are IN THE SKY We could see everything perfectly fine sitting at our table eating delicious chocolate covered strawberries
The third time we were in the front again, but it was during a hurricane so like a PP said, no one wanted to stand at the railing. It did let up for a little bit during TMTMAY so a few people did walk up to the railing. This blocked our view because it's on the castle and it was harder to see since it was lower than the fireworks, but we still enjoyed and could see most of it just fine.
