I hope they don't get rid of some sort of DVC golf discount entirely, but I can see how this might lead to it. My DSF actually dislikes most of WDW, and only really enjoys the golf and some of the restaurants. He thinks the golf, without the discounts, is too expensive, but is reasonable enough with the DVC golf badge. His vacations with us are generally never park intensive; maybe he will go into the parks with us one or two days a year, but he loves the golf. I honestly think that without the golf perk, he is less likely to be willing to join us on vacation. It and the free internet are the only perks he uses.
In a strange way, it would make us less likely to add-on, since one of the main reasons we need more points right now is because we have been bringing people along with us every trip. (We share a contract with my DM, and if my DSF is less interested in visiting WDW, then she'll certainly be less interested in adding on.) It's funny, because DH and I don't golf, but since my DM and DSF do, it's an important perk for our family.
We bought well knowing that perks were not guaranteed, and it wouldn't be a disaster if it went away, but it would almost certainly mean fewer visits from some members of our family.
