Is Unemployment a Federal program or does it differ by State?

Is there a way to collect unemployment if you quit your job or are fired? I have a job right now. The hours vary and are getting quite sporadic and completely different from when I was first hired. It is an outdoor job and this winter I was feeling ill most of the season and had to be out in all kinds of weather. I have asthma and the cold air has really been getting to me.
I am not trying to cheat the system, so please do not accuse me of anything. I am just trying to find out in advance if my job ends can I collect unemployment until I obtain another job. If I cannot do the amount of assignments my boss expects, she may fire me - would I qualify then? I am
going through a long period of doubts with my job, but my husband wants me to continue working there - I would like to just quit but he doesn't seem to think I'll find anything with the economy the way it is, etc.
Any unemployment experts out there that can answer my questions?

I don't have unemployment advice, but if you are comfortable in your current situation I definitely think you should start looking for another position. Contrary to what you DH says there are companies hiring.

If you quit you will not get UE. If you are fired you may or may not. Typically you will qualify and they will dispute it. It would then go to a hearing. My husband actually won a dispute this year so it is possible.

I would keep working while looking if you can manage. If you have to quit, do it with the realization you won't be receiving any compensation.

State. In some states individuals pay in a portion of the premium, and in others the entire thing is paid by the employer (those states have a stricter benefits standard, obviously.)

In my state the employer pays it all, and you only get benefits if you are laid off, unless you can prove that your firing was for illegal reasons (race, religion, etc.) If you are terminated for cause you get zip.

Also keep in mind that if for some reason you were fired and qualified to begin receiving unemployment benefits, the amount you will get is only a portion of what you were making at your job and you are required to actively seek full time employment to remain eligible to get the unemployment benefits.

If you are fired/dismissed/laid off you MAY qualify for UI. If you quit you will almost certainly NOT qualify.

Depending on your State you may qualify for partial UI if you are working less hours now than you were in the last year.

Not necessarily true. In the state of PA, if you quit with cause "of a necessitous and compelling nature", you may be awarded UI benefits. I worked previously in a payroll office of a large construction company. I have known 1 or 2 people that have quit their jobs and were awarded UI benefits. Of course, there were hearings and appeals involved and the employee had to have some rock solid evidence of just cause.
