They used to and now they don't. I imagine they figured that there were too many tags getting lost and having to be re-sent, which doubles the cost for each lost package, or maybe even just sending them and having them get there perfectly was too expensive and they needed to lower costs.
The ones getting them sent to them are booking through US travel agencies. Of course that means different, possibly higher, prices. I know that some countries get fabulous deals on passes that cannot be gotten in the States (at
Disneyland, the longest ticket you can get is 6 days in the states, but Australian visitors can buy 14 day passes for less than an AP!), and they might have to deal with exchange rates that might not come into play if using an in-country
travel agency. You have to weight the pros and cons for each trip.
