Biergarten might be fun to try. They have a show every hour with great music, dancing etc. There are also some fairly kid-friendly items on the menu for her to nibble off your plate.
We took our daughter (1) to Biergarten on Feb 23rd. She LOVED it. She clapped her hands and bounced in her high chair to the music. It was a lot of fun and one of the only meals where I didn't have to hold her after a few minutes.
OP will be at Epcot. That is a great place for kids at DHS. The Garden grill might be a good choice. they have the characters ffor dinner and plus it revolves so the scenenry is always changing.
Another vote for Garden Grill! Our boys love it now, and they loved it when they were that age. If OP's daughter likes characters, it's a good choice. The food is served family style and it comes quickly. The combination of characters, different scenery and kid-paced service is great!

If you don't want to do character meal I would do Biergartan, just make sure to check for showtimes. My kids love Teppan Edo, but don't know if it will keep a baby entertained.
