At what point does DVC turn inventory over to central reservations?

Is there a certian point time wise that remaining inventory gets transfered for general use? If a member decides they want to go on short notice, say 2-3 weeks out, for a weekend, would there possibly be space available for points stays?
 
The "Breakage" period opens 60 days before any given date. At that time, CRO has access to any DVC inventory no reserved using DVC points. Income from those reservations is used to offset annual dues and appears in the budget each year under "Breakage Income".

This inventory is still available to DVC members for point reservations, but at 2-3 weeks before arrival that inventory has already been available for cash reservations to the public for up to 6 weeks. Regardless, the dynamics of the DVC reservation system will often find availability even a matter of days before any given date.

the same reason other DVC rooms are available for cash when they are not available for pts...to quote DVCMike:

There are two separate inventories -- one for booking with cash and one for booking for points.

Anyone can book a cash reservation via Disney CRO, and DVC members can book one via DVC MS at a 25% discount, subject to availability. There are four major sources of inventory for cash reservation:

Exchanges: The number one source of cash rooms is actually from the Member inventory. This occurs when members exchange/trade outside of the DVC resorts. This includes using your points to book the Disney Collection (hotels at the Disney theme parks and the Disney Cruise Line), Concierge Collection, and the Adventurer Collection. When a member trades outside of DVC, the points used to book the outside reservation are assigned to DVD to rent out. This does not apply to the World Passport Collection.

Breakage: Another source of cash reservations includes Member inventory that has not been reserved by members using points. Any Member inventory not reserved by members using points is made available to Disney CRO at the 60-day mark for cash reservations by the general public. This is actually beneficial to DVC members, in that the association earns “breakage” income on these rooms rather than letting them sit empty.

ROFR: Another source of cash reservations is the inventory of declared points owned by DVD. These points are typically acquired by the ROFR process. Since DVD owns the points, they can rent them out.

Undeclared: These are the units that have been built by the developer that has not yet been declared into the condominium association. Since DVD controls these units, they may be rented out for cash reservations.

This is not a weekend, however, I called MS yesterday (2/24) and was able to book a one bedroom villa using points at OKW beginning this Sunday
(2/01) for five nights. I also called on Monday, and this was not available. So you never know. Another thing that I found interesting: I have called MS about 4 times in the past week (different days & different times) and I have been connected to a CM immediately each time without having to be put on hold.

Members do not own all of the THV units yet. IIRC, only about half of them have been declared into the condominium. That means the developer still owns half of them (about 30) and since those are also complete and ready for occupancy, the developer will rent them to the general public (via CRO). Proceeds belong to the developer.

I expect to see a lot less THV available via CRO once all of the THV units have been declared / sold to members, but there will probably always be a few available via CRO for the reasons listed in chalee94's post.

There is no set schedule. It will depend on sales. As the units already declared into inventory approach being well sold, they will declare more inventory into the DVC system. And yes it is possible but not certain as a result for space to become available as you get closer to a date, although you may be in line behind waitlist unless you join it now and at two to three weeks out, you will be well into the 60 day out breakage period where CRO can rent any of the space still available.
