Cab's are readily available at just about any location on property. The only tricky place is the MK, where the cabs are near the TTC so you have to take the monorail or ferry from the MK to the TTC.

Just a thing to remember too is we took a cab from the Pop to Epcot and when they pulled in at the ticket booth they were going to charge the cab something like $15 for entering the property. I told them we were staying onsite and showed them our keycard and they waived the fee. This was our first time using a cab so I am not sure if that was just a fluky thing or not.
Were you in a mears cab or another company? I'm guessing another company. That's where you have to be careful about 'gypsy' cabs.
I am not sure but the people at Pop were the ones to call them. But it was really weird because the driver looked at me funny when I told them I was staying on site and we should not have to pay any extra fees. Which to me he should have known this since he picked us up there.
