In the refund I just processed last week (but this was within the timeframe-maybe 30 days?) I clicked on the refund button. I had a zero Paypal balance so had to have some bank funds transferred over in the exact amount of the refund I needed to give. I can't remember the exact refund given but say it was $35 and I was surprised that after the refund was sent, I had a Paypal balance of $1-something and the amount added to my account was labeled "Fee Reversal from Paypal". Not sure if things were done differently before but this is what happened to me last week.
Direct from the Paypal site: When you issue a full refund, your original transaction fee is credited back to you minus a thirty cent processing fee. When issuing partial refunds, a portion of the fee is returned to you.

When I sent the refund I don't remember the exact amount but it made my account negative .60 cents or something around that figure. So not sure why it states that there is only a .30 cent processing fee. Maybe they've updated to just charge you that now and they don't add in the 2.9% as well.
