She does not need to wear a skirt up to her bum to dress as these things. A girl does not need to be inappropriately dressed to be dressed as something she is not. Whether she is dressed as herself or as something she is not, she can do both in an appropriate manner.
If she wanted to go to a party as a ***** (happy now?) as in a prostitute , I would not let her. I would also not let her go as anything else I find disgusting, like a nazi, or a KKK member, or a drug addict.

Those are so mild compared to what teens REALLY wear when they are dressing up to be provocative!!! I'm assuming we are talking high school teends and not middle school 13 and 14 year olds, though.
