Would they allow 4 adults/2 children in POR Royal Room?

Children are ages 4 and 1. I'm thinking the answer is no, but I told my niece (who is 17) I'd check, because she wants to join us, so just wanting to make sure. It's already myself, DH, and my Mother with our two kids.
 
Unfortunately, no. The deluxe resorts (with the exception of WL & AKL) accommodate 5 + 1 under the age of 3 and you are already at your maximum allowed for a moderate as the royal rooms only accommodate 4 + 1 under the age of 3.

You would all fit into a Family Suite at the ASMu. It would be a bit more expensive though.
 

If you moved to the Alligator Bayou section of POR you'd fit. Your 17 yr old niece could share bed with your mom, 4 yr old could sleep on Murphy bed and the 1 yr old in the pack & play. It would be squishy though, IMO.
Your other option as suggested is to go with one of the Deluxe that can accom 5 or if you want to keep the Royal Room, you could book 2 rooms.
