Working on a Cub Scout activity - stuck - help??

I'm working on an activity for my Webelos scouts for tonight. They are working on their Citizen pin and need to understand some things about government, duties of citizens, etc.

The basic activity involves the boys settling a group of islands and establishing a government. We won't have time to put together a complete government in one hour, mind you, but will just touch on some things. There will be a war involved, however, to stress the importance of respect for the flag.

Anyway, I'm stuck on one final point and I know you all will have great ideas. I want 2 issues to be brought to congress so they can practice passing some laws. We'll also appoint some cabinet members as a result. For example, issue #1 is the fact that citizens cannot get from one island to another. Hopefully, the boys will propose funding for bridges to be built and we'll appoint a department of transportation and talk about dept of treasury for taxes. You get the idea.

So I need one more issue. I'm thinking something that will make something illegal. I was thinking drugs....but then I'm thinking not to go there THIS time. That's a loaded topic and we have enough to talk about tonight. I know you all are creative. Any ideas? Input?
 
Safety/Law enforcement. At issue - missing supplies.

How about something school related? Homework, school lunches?

It should be amusing to see whether a group of 10 year old boys will pass a law making school mandatory.

I just want to say what a great idea to work on this requirement. I wasn't nearly as creative! I did have some folks from the base police come in to discuss the topics.

My son is an eagle. They have changed that activity up from when he was a Webalo.

You can have some fun. At a recent Junior State of America convention/congress, one of my daughter's friends evidently introduced a bill to formalize the rules for calling shotgun. Your scouts may find something like to be fun to debate and pass.

Thanks for posting that! My son is a senior in HS and also an Eagle Scout. I was his den leader and for the life of me, I couldn't remember doing that activity!

To the OP: www.macscouter.com is a fantastic scouting site with tons of information and links. Maybe they have something there to help you.
