WL Flag Family

We will be staying at the WLV the end of Sept. I wanted to get some info on becoming a flag family.
Do you have to stay at WL to do this or can you stay at the villas too?
What time do you have to get up to do this (or does it vary by season)? Is it before the parks open?
How do you get chosen?
Is there anything you can do to increase your chances to get picked or is it a first come first served type of thing?

Hi, our first trip to Disney in Dec 2001 we stayed at the WL Villas and we asked at check in about the flag family and we were put on a list. We were chosen on the friday of our stay (not sure how we were chosen, there was a message on our phone one day when we got back from the parks). I can't remember what time it was but it was early--before any of the parks opened. I didn't get to go because the night before, I decided to come down with strep throat so I stayed in that day but my mom and dad took my little girl with them and she still says that was the highlight of her first trip to Disney.

The VWL are considered part of WL. Flag Family is first-come, first-served. It's a hoot!
 
We asked about this during check in Oct. 2002 and the Cast Member pulled out a sign up book and only one day was open during our stay (the last day) so it was a very fitting conclusion to our trip for my Vietman vet. brother.
You meet in the lobby around 8 a.m. and go the the roof-WHAT A VIEW !
