If your cruise is designated as one of the "Halloween on the High Seas" cruises, one day/evening will be dedicated to special Halloween activities (regardless whether it's actually Halloween or not).

This is the schedule for the Halloween on the High Seas cruises:
Disney Magic 10/4/2015 –10/28/2015
Disney Wonder 10/1/2015 –10/23/2015
Disney Dream 9/7/2015 –10/30/2015
Disney Fantasy 9/5/2015 –10/31/2015

If your cruise begins during the inclusive dates, it's a Halloween cruise.

Since the 31st is one of the inclusive dates for the Halloween cruises (for the Fantasy), yes, all week will be the "normal" Halloween activities.
