If I borrow 70 points from my next use year and have to cancel my reservations will there be a penalty? Will I lose my 70 points? Will they get to go back into the next use year allotment.
When you cancel all points return to your account as they are. If banked or borrowed, they remain banked or borrow and must be used by the end of the use year and cannot be returned to their original use year. Exception is when you cancel 30 days or less from arrival date. In that case, you get an even worse penalty because all the points in the reservation go into a holding account (banked, current and borrowed) and must be used by end of use year and can be used only by calling 60 days or less out from day of arrival.
And that's why UY can be important. If you have to cancel your vacation, you want to have added time to either bank your current year points, or take another vacation if you borrowed points. No one likes to forfeit their points.
"By calling 60 days or less from day of arrival" do you mean that If i want to go say December 1st, 2011 I would only be able to book starting at about October 1st, 2011? Also, is there any cancellation fees?

If you wanted to use holding points for a stay with a check-in date of 12/1/11 you would have to wait until 10/2/11 to call MS to make the reservation. (You could not call on Oct 1st because that would be 61 days in advance of check-in.)
