Disney high definition video to be uploaded to their website and shared for others to download. I know the files would have to be small like torrent files.

I've done HD video that I think is pretty good and I would love to share with others, here.
 
I doubt it. Hosting and streaming video (especially HD video) would put a HUGE strain on the boards that are alread groaning under the load.

It has a suggestion from someone to encode the HD video with divx and upload to a divx video site. It sounds like it's free.

I'd be interested in seeing this if you end up doing this.
 
Check out the site "Mousebits" (don't remember the URL off the top of my head, Google should help you out) - there's a whole bunch of high-def Disney park torrents there.

For compression, a lot of HD stuff nowadays is encoded in X264/H264, which offers very good quality in a relatively small size.
