Why don't the DTD Resort buses drop you off with the Disney Transport buses?

I know that if your a guest at a Resort like the Grosvenor if you take a bus to the Magic Kingdom it drops you off at the TTC & if you go to Epcot, MGM or AK it drops you off in another area away from the Disney Transport bus section. I know that these Resorts are not owned by WDW, eventhough they are on WDW property & all within walking distance to Downtown Disney. However I was wondering is it because they are not owned by WDW that they do not go with the Disney Transport buses?

Again I know these Resorts are not owned by WDW, however they are still on WDW property so why should their guests not get the same bus service like all other WDW Resort guests? The Swan & Dolphin are not owned by WDW, but they still use Disney Transport buses eventhough they share with the Board Walk, Yacht Club & Beach Club. However the point is they still get better service then the DTD Resorts & after staying at the Grosvenor before, the bus service is a major reason why I would never stay there again.

Way back when/in the olden days, the Hotel Plaza Boulevard properties DID get actual Disney buses, but some years ago they chose (whether as a group on their own, or 'instigated' by Disney) to provide their own bus service. Since only Disney buses can stop at Disney bus stops per Disney rules...
 
I also believe that the S/D pay a lot to have the WDW buses service their guests. Perhaps the DTD hotels don't wish to pay that.
 
I do think that this advantage in terms of where the bus lets you off is a benefit of staying at a WDW resort. Disney provides the best service to its own guests.

That is what it is all about. If that group of hotels collectively chose to pay the fee that Disney wants to use Disney buses and stop at Disney stops, they would, but they collectively decided to pay an outside company and charge a lesser fee.
